Position Summary
Reporting to the Director of Housing, the Projects and Maintenance Lead Hand is engaged in the development and execution of new build and renovation projects and responsible for ensuring First Nation capital and other assets in all reserve locations are maintained in a way that is fiscally responsible and demonstrates care for the Community. The Lead Hand plays a key role in the department by collaborating with internal and external resources to guide housing projects through to completion and delivering maintenance services that safeguard and prolong asset life, finances, and relationships with community and contractors.
Key Duties & Responsibilities
- Develops and implements a management process for ongoing assessment, inspection and maintenance of facilities and
assets. Achieves this through such duties as documenting asset lifecycles, ensuring inspection schedules are developed and
adhered to, and making decisions regarding allocation of internal and external resources in order to preserve assets, address
emergency issues and ensure efficient resource utilization
- Schedules and supervises the work of maintenance staff which includes projecting time requirements for emergency and scheduled tasks, incorporating results from inspection schedules, engaging with other Housing department staff such as the Tenant Relations Officer and determining skills required to perform and allocate the work in order to ensure efficiency, quality and safety.
- Provides project oversight for new builds, developments and renovations by performing duties that include monitoring project sites to ensure project timelines and contractual quality standards are delivered by contractors and ensuring any issue or potential problems are brought forward.
- Participates as part of a cross functional team to scope new projects, input in to tendering requirements and general project planning.
- Participates in a cross functional team approach to transition from project development phase to requirements for ongoing maintenance; ensures needs are projected and incorporated into planning stages, budgets and funding proposals.
- Develops a replacement schedule for equipment and assets such as furnaces, appliances, roofs by performing duties that include projecting asset lifespan, documenting and projecting costs and options, and ensuring maintenance activities are aligned to preserve asset value.
- Implements and follows control mechanisms such as the maintenance work order process, tendering process, purchase order process, and the like in order to ensure due diligence, fiscal responsibility and program monitoring.
- Maintains records in order to easily access information related to projects, studies, plans, and the like to facilitate effective planning, monitoring and development.
- Contributes to the development of the department budget in collaboration Housing Department Staff and Finance through duties that include analyzing annual maintenance requirements, replacement costs, trends and inspection results.
- Assists with the development and realization of both short-term and long-term community planning needs for scheduling into the First Nation's minor capital plan.
- May contribute towards maintaining and updating Batchewana's Capital Asset Inventory System (CAIS);
- Prepares reports such as an annual department review against plan, project updates, inspection results, maintenance trends in order to analyze performance and develop and recommend adjustments, improvements and changes to course of action.
- Analyzes need to contract out for specific services based on skill requirements, liability and insurance issues, time sensitivity and other factors in order to ensure work is appropriately allocated, safety is ensured and skill level is aligned with tasks.
- Other related duties as assigned.

Required Skills:
QUALIFICATIONS & EXPERIENCE:
- Completed Post-secondary education in a related technical field such as a Skilled Trade and/or Project Management
- Minimum of 5 years related technical experience in a First Nations environment and additional 3 years experience leading or supervising projects and people
- Equivalent combination of education and experience will be considered
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the characteristics, culture and social factors of Batchewana First Nation
- Knowledge of the First Nation, its lands, policies, processes, communities and public services
- Familiar with relevant legislation such as The National building Code of Canada, Electrical Safety Code, Ontario First Nations Illustrated Housing

- Demonstrated ability to multi-task and juggle competing priorities
- Excellent analytical ability including root cause analysis and problem solving
- Strong ability to prioritize and organize work to meet deadlines and time driven requirements
