Job Description:
Position: Public Works, Manager
Starting Range: $72,035.60 - $79,406.60
Annually (Pending Education & Experience)
Location: Public Works Building
Report to: Capitol Projects Director
POSITION SUMMARY
The Public Works Manager is responsible to manage the overall operational, budgetary and administration of the Public Works department, while achieving the strategic vision outlined by Chief and Council. The Manager acts as a liaison on behalf of the Garden River with government officials, Chief and Council, members of Garden River First Nations, the Pubic and other organizations. The Public Works Manager functions within legislative requirements, regulations, policies and procedures and the Mission and Vision of the Garden River First Nation and contributes to the accomplishment of the strategic priorities.
DUTIES
Manage funding agreements and contracts entered by GRFN that involves Public Works ensuring all conditions have been fulfilled in accordance with provisions of contracts or agreements and providing regular reports on the status of the contracts to the CAO
Developing, implementing and overseeing infrastructure services to ensure that community roads, parking lots, as well as Garden River owned properties, are maintained and safe.
Identifying alternative sources of revenue
Working on future development of the Garden River First Nation regarding anything to do with outside planning (e.g. subdivisions, water upgrades, roads, railway crossing upgrades)
Obtain quotations, recommend selection, and supervise any/all sub-contractors performing work for the Public Works department
Liaise and correspond with various governmental agencies with respect to various special projects and other annual programs delivered to Garden River First Nation
Developing annual operating budget based on procedures and guidelines, financial regulations of GRFN and with approval from Capital Projects Director.
Managing operations in terms of proper expense control, budget adherence, profitability for services, financial decisions, reporting requirement and equipment.
Responsible for management of assets and inventory
Developing and presenting information and communications to the public
Ensures staff licensing and certification are kept-up-to date and in HR file.
Ensuring ongoing professional development by attending workshops, seminars and other relevant training.
Performing other related duties as may be required or assigned.

Required Skills:
A diploma in business administration, engineering, or trade
Minimum 5 years experience in the industry (which included 3 years in a supervisory role).
Experience as a mechanic and an operator is an asset
Working at heights required
Valid class \"G\" licence required
Valid class \"DZ\" an asset
Strong communication and negotiation skills.
Strong written and oral skills.
Strong ability to develop and work with budgets, lead a multi-diverse team of professionals and deal with government agencies.
Understanding of indigenous cultural practices
Demonstrated expertise in stakeholder engagement and collaboration.
Advocacy skills to address barriers and support clients effectively.
Knowledge and experience of First Nation culture, values and traditions.
Advanced skills in Microsoft Office Suite: Excel, Word, PowerPoint
Valid class G driving license
Must undergo a criminal records check and driver's abstract prior to employment (At Applicant Expense)
Minimum 5 years experience in the industry (which included 3 years in a supervisory role).
Experience as a mechanic and an operator is an asset
