Position: Director, Capital Projects
Duration: Full TIme
Starting Salary: $85,449.00 - 94,203.20 (pending qualifications)

Working in the field on construction sites, under the direction of the CAO, this position will execute the planned construction and repairs of infrastructure assets including, housing, commercial buildings subdivisions. This position will also be responsible for liaising with subcontractors / suppliers on each project while also supervising the assigned human resources.

DUTIES INCLUDE:
- Lead the lifecycle of capital construction project plans in collaboration with the CAO, sponsoring departments heads, community focus groups and Chief and Council.
- Seek ways to fund community infrastructure development ideas recommended by the Band Manager and C&C of GRFN.
- Oversee the development and circulation of documents including: tenders, RFPs, contracts, for the procurement of professional services, materials supply and contractor services.
- Coordinate all on-site construction activities on a daily basis.
- Interface with architects, designers, and other consultants to manage project issues and maintain positive working relationship and protect the interests of the GRFN.
- Take the lead on productivity issues and monitor work performance and efficiency of employees and subcontractors.
- Review and approve all requests for payment and maintain up to date financial records of all projects.
- Ensure the implementation of Safety Programs to create safe work environment throughout the jobsite and adhere to the safety and record keeping requirements.
- Document and report all injuries, fill out Notice of Injury/Accident reports.
- Advise CAO of potential problems, work interferences or schedule difficulties while assisting in circumventing/resolving such conflicts.
- Manage trades, schedules, site instructions, Change Orders and RFI's.
- Assume the responsibility of project construction scheduling and commissioning of project facilities/components.
- Complete progress reporting to Chief and Council, Band Manager and Funders as outlined within funding and contribution agreements.
- Ensure the collection, filing and turnover of all final submittal documents for each project including, maintenance manuals, warranty records, commissioning certifications, operating licenses.
- Complete and submit final project close out reports submitting at a minimum to the Band Manager, Sponsoring Departmental Manger and Funders.
- Performing other duties as may be required or assigned

Required Skills:
- A university Degree in an engineering technology discipline;
- Several years of experience in the construction industry, including experience as a construction supervisor or field superintendent.
- Advanced knowledge budgeting and reporting processes, policies and procedures are mandatory
- Minimum of three (3) years relevant experience in a senior management position
- Familiarity with a transparent internal leadership model
- Demonstrated understanding of roles and responsibilities of project teams
- Demonstrated sensitivity to, and knowledge to, the First Nation cultural values and traditions
- Must be able to provide a criminal record check prior to employment (At applicant expenses).
- Professional engineering status or construction trade certification and/or extensive experience in home construction industry is an asset.
